Mr. Cooles was an enemy of Headline Hunter. He first appeared in Captain America #5 (1941).

Mr. Cooles worked for the American embassy in London. However, he was secretly a traitor that worked for the Nazi's. Cooles attempted to bomb Britian's Prime Minister but was stopped by Headline Hunter. He was then arrested.
