Chips Brant was a character created by Stan Lee and first appeared in Captain America #6 (1941).
History[]
Chips Brant was a notorious gangster who framed John Scott for a murder he didn't commit. When John was sentenced to death his son, Larry Scott confronted Brant who had his men tie up Larry until his father was executed. Chips attempted to skip town but was stopped by Larry Scott who was now a costumed hero called Father Time. Scott easily beat Chips and his men into submission and left them for the police.
